Our Managing Partner, Ioanna Michalopoulou, participated as co-Moderator in the HL7 Hellas Plenary Meeting & Annual Update, held during Athens Digital Health Week 2026 in Athens.
The session, titled “Interoperability and Digital Healthcare Transformation in Greece: Stakeholders’ Needs, Gaps and Opportunities”, was co-moderated with Panagiotis Bamidis and brought together leading representatives from public authorities, healthcare institutions, patient associations and the digital health ecosystem.
The Legal Dimension of Digital Transformation
During the session, Ms. Michalopoulou highlighted a critical yet often underestimated factor in digital health reform: the role of legal strategy.
In highly regulated sectors such as healthcare, transformation is not driven by technology alone. Interoperability frameworks, AI-driven medical systems, cross-border health data exchange and secondary use of data all operate within complex regulatory environments. Data governance structures, compliance obligations, liability allocation mechanisms and risk management strategies directly influence whether innovation can be implemented effectively and responsibly.
Legal teams therefore play a foundational role in:
- Embedding compliance within system design
- Structuring secure and transparent data-sharing frameworks
- Anticipating regulatory and liability risks
- Facilitating collaboration between public and private stakeholders
- Supporting alignment with European regulatory developments, including the European Health Data Space
